Advanced Healthcare: The Joint Goal of the State and Business
As part of the implementation of strategic initiatives in Russia, large-scale national projects in healthcare have been launched to modernize infrastructure, introduce advanced diagnostic and treatment technologies, develop the industry’s human resources capacity, prevent diseases, and strengthen public health. The projects aim to improve approaches in medicine and create a technological healthcare system that focuses on the needs of patients and provides high-quality medical care at all levels. The government is paying particular attention to the development of preventive medicine and increasing the availability of high-tech care for the population. The transition to digital medicine has been a key focus as well. The introduction of innovative technologies has created a unified space to promptly exchange medical data, accelerate diagnostic processes, and improve quality control over services. The successful implementation of the projects requires effective interaction between the state and business, the development of public-private partnership mechanisms, the introduction of modern project management methods, as well as continuous monitoring of the effectiveness of the measures that are being implemented. What measures could enhance the efficiency of domestic drug and medical equipment manufacturers to ensure the industry’s technological sovereignty? What should we assess the experience gained from combatting unscrupulous suppliers and counterfeit drugs and what improvements need to be made? How can we strengthen the responsibility of business and protect the interests of citizens, primarily their lives and health? How can we improve the implementation of national projects and the experience of building the primary ‘three in one’ link of design, construction, and equipment?

Patent Issues in the Pharmaceutical Industry: Challenges and Opportunities
The pharmaceutical industry is on the cusp of major change. On the one hand, as the economy grows, the public’s demand for high-quality, accessible, and effective medical care also increases. On the other hand, drug manufacturers need to continue receiving incentives to create innovations and meet growing demand. More than 30 years have passed since the creation of the TRIPS Agreement, which laid the foundation for the recognition and protection of key intellectual property. Today, with one global challenge after another, the rapid transformation of Russia’s technological structure, and growing protectionism, finding a new point of balance between the interests of copyright holders and society is becoming an increasingly acute issue. How has the institution of intellectual property rights protection changed over the past decades? What gaps remain in patent regulation? What role can flexible licensing and state enforcement mechanisms play in responding to the urgent needs of healthcare and achieving the country’s national development goals? What barriers are preventing drug manufacturers from accelerating the transition to an innovative development path and guaranteeing the country’s technological sovereignty and drug security?

Medicine without Borders: New Opportunities for Medical Tourism
Russia has enormous potential for the development of medical tourism due to its patient-centred approach, the professional skills of medical workers, high-quality service, and the availability and effectiveness of advanced healthcare technologies. A partnership between business, government, and science offers new opportunities to export medical services and attract patients to Russia from other countries, particularly from the CIS and the Middle East. By 2030, the medical services market is expected to double in terms of the number of patients and triple in terms of financial indicators, provided they are actively promoted. In addition to the popularization of preventive and rehabilitation medicine in Russia, there has been a steady increase in the number of innovative medical centres that provide patients with a wide range of services, including both planned and high-tech medical care, as well as health and spa services. An optimistic forecast predicts that the implementation of innovative projects in medical tourism will increase the market size by 170% in the coming years, which will bolster the position of Russian drugs on the international stage and facilitate the influx of patients from other countries. Investments in Innovation: Who Needs It, Why Is It so Expensive and Who Will Pay?
Innovation aims to transform the economy into an ecosystem in which entrepreneurship and investment are used to turn groundbreaking ideas and technologies into products, services, and processes that contribute to accelerated economic growth and the development of society. The world’s leading technology regions annually invest major resources into socially significant areas of scientific research and development that are marked by the high level of humanitarian responsibility of the state and the scientific community, as well as public expectations about the rapid introduction of innovations that improve people’s quality and duration of life. Despite the combined efforts of the parties that are interested in supporting innovations, only about 10–20% of startups in a sector such as biotechnology, for example, manage to attain a successful and sustainable commercial level, while the rest face various barriers to sales markets. What do modern innovations need to meet public expectations in terms of their availability and cost? Are all innovations original and which participants in the investment process will pay double? What kind of effective instruments for funding innovations can Russian and international experience offer?

Medicine for Quality of Life
Quality of life in healthcare refers to an attempt to maintain and improve a patient’s physical, emotional, and social well-being. It is a concept that extends beyond traditional treatments to evaluate the patient's condition by addressing their individual needs. The new Long and Active Life National Project is focused on improving longevity and quality of life, a popular topic nowadays and one particularly concerned with preventive measures. Systematic monitoring and physical evaluations make it possible to identify risks in a timely manner and adopt individual programmes of preventive healthcare. Modern medical technologies also make it possible to predict and prevent disease with personalized treatment to preserve quality of life to the greatest extent possible for those with health problems. This includes reducing the discomfort associated with long-term treatment and solutions that enable people with chronic diseases and health problems (including veterans of the Special Military Operation) to lead active lifestyles with greater mobility. What strategies and methods do government and commercial entities currently have to offer? How can we encourage people not suffering from chronic illness to get their regular check-ups?
