Together, Not Instead of: the Potential of Using AI in Healthcare in Russia
Is artificial intelligence currently a necessity or a protracted experiment? Just three years ago, it seemed like it was the distant future, but today AI is a tool that is gradually becoming an assistant for specialists from various fields. Each region of Russia has introduced at least one medical solution with artificial intelligence, such as services for analysing medical images and electronic medical records. The use of AI portends an explosive increase in labour productivity, a reduction in incidental resource costs, including time and human resources, a brand-new level of predictive analytics, as well as human interaction with the healthcare system through personal digital assistants. Speakers will share their experience in introducing artificial intelligence technologies and also discuss the main obstacles that arise in the use of AI. What effects could result from the introduction of AI systems for different beneficiaries: doctors, patients, scientists, and industry managers? What problems is AI solving today and what are scientists arguing about? What are the prospects for using technology in the future? Can this technology be 100% trusted?

A Healthy Workforce: New Directions and Solutions
The health of the economically active population is the most significant component of national wealth and a special economic resource that largely dictates the effectiveness of a country’s socioeconomic development. Nowadays, more and more companies are engaging in socially responsible business. The introduction of corporate health promotion programmes in the workplace can improve the health and well-being of the working-age population and also enhance the economic efficiency of employee conduct. Not only do the programmes directly cover medical issues (screenings, preventive examinations, etc.), they also aim to combat bad habits, promote healthy nutrition and corporate sports, and preserve people’s psychological health and well-being. The national telethon #HEALTHYTOGETHER Health Marathon, which was held in the Russian Federation Council as part of the project ‘Social Focus: Ideas of the New Times’ of the upper parliament’s Council for the Development of Social Innovations of the Regions of the Russian Federation and aims to promote the best social practices for preserving the health of the working population and creating an environment that is conducive to protecting people’s health, is the first team-building event as part of systematic work to preserve the health of the working population and has created new prospects for the joint and integrated work of government, business, and civil society to establish new unified health management mechanisms at the regional and municipal levels. What new approaches are needed to health management at the regional and municipal levels? What is the role of the regional and municipal authorities and business in maintaining and improving the health of the working population? As more and more people pay closer attention to their health and nutrition today, the consumption of dietary supplements is becoming more popular. At the same time, it is still crucial to find an optimal balance between the need for additional nutrients and possible risks from the use of dietary supplements, as well as increase awareness about such issues among consumers, manufacturers, and clinical specialists. This means there is an urgent need to discuss regulatory issues, clinical recommendations, and risks associated with the dietary supplement market. Beating Lung Cancer. Innovative Diagnosis and Treatment Methods
Lung cancer is the leading cause of cancer deaths worldwide and a major global health challenge. Estimates from the International Agency for Research on Cancer calculated based on data from 185 countries show that lung cancer accounted for 12.4% of the total number of newly diagnosed cancer cases in 2022 and 18.7% of total deaths from cancer, which is approximately 2.5 and 1.8 million people, respectively. The healthcare system’s priority goals in preventing lung cancer are to vastly increase the detection and treatment of the disease in its early stages, as well as the number of studies to identify innovative methods of therapy using advanced scientific achievements, including personalized high-tech medicine. In this regard, the government and the professional community need to work together to significantly increase the life chances of patients in an effort to improve primary prevention measures, expand the criteria and opportunities for implementing cancer screening programmes as part of clinical examinations in all regions of Russia, and utilize the power of artificial intelligence to interpret the results of diagnostic studies. What programmes for the prevention, detection, and treatment of lung cancer have proven to be the most effective in Russia and around the world? What innovative drugs and methods of treating lung cancer have already been introduced and will appear in the near future? What opportunities exist today for implementing lung cancer screening programmes as a tool for reducing mortality from malignant tumours? Intellectual Property in Pharmaceuticals: Fight or Discussion?
Issues concerning intellectual property in the pharmaceutical industry are particularly acute, since effective legal regulation and enforcement in the industry directly affects how Russia protects the life and health of the population and the country’s drug independence. The rapid development of domestic pharmaceuticals has made it crucial to improve legal mechanisms, balance the interests of foreign copyright holders and domestic manufacturers, and harmonize the approaches that domestic and foreign intellectual property institutions take to establishing and extending patent protection. What gaps currently exist in patent regulation? What kind of support is available for domestic full-cycle manufacturers in terms of intellectual property issues? Can unified approaches be developed to the use of the compulsory licensing mechanism? The pharmaceutical industry is one of the priority focuses for development of the national social policy, the economy, and the global market. Given Russia’s current foreign policy challenges and desire to be independent of imports, the country’s advanced pharmaceuticals are trending upwards in terms of developing and applying innovative technologies and IT solutions to automate key economic sectors, develop promising biotechnologies, and create effective new types of medicines. In 2023, Russian pharmaceutical companies demonstrated steady growth and accounted for more than 36% of the national market in rouble terms, concentrating not only on the production of safe and high-quality medicines – generics – that the population needs due to the forced substitution of imports, but also on the production of unique modern endocrinological, neurological, rheumatological, antibacterial, and other drugs. How has the Russian national pharmaceutical market changed over the past year? Digital Health Ecosystems: Expanding the Capabilities of the National Healthcare System
Virtual reality technologies and the metaverse with its wide range of services can and should be used in the interests of human health. Digital ecosystems offer new opportunities for the healthcare system to utilize telemedicine platforms, monitor people’s health, combat non-communicable diseases, rapidly exchange information within the professional community, instil health awareness in the population, involve patients in managing their health, and help develop and create an environment to preserve people’s health. Technologies that can replace inpatient facilities using AI and the Internet of Things, health monitoring systems, and medical gadgets are making it much easier to move medical care from the walls of a hospital to the patient’s home. This can be particularly useful in situations where there is a shortage of healthcare workers, or in hard-to-reach areas. Tech Entrepreneurship in Medicine: Connecting Science, Personnel and Business
Technological sovereignty is a key aspect of economic development and national security. Skilled professionals capable of creating and introducing advanced technologies in biomedicine are needed to ensure the necessary indicators are achieved. Veronika Skvortsova became head of one of Russia’s first neurology emergency services at Moscow’s 1st municipal hospital established on the basis of the neurology clinic of the 2nd Moscow State Medical Institute in 1989.
In 1989–1995, she served as assistant and, in 1995–1997, as assistant professor at the Neuropathology Department of the Russian State Medical University.
She became Head of the Fundamental and Clinical Neurology and Neurosurgery Department in 1997.
Veronika Skvortsova was appointed Director of the Russian Stroke Research Institute in 2005.
She was Deputy Minister of Healthcare and Social Development from 2008 to 2012.

She is vice-president and co-founder of the National Stroke Association, director of the World Stroke Organization and secretary general of the European Stroke Council.

She has been awarded an Order of Honour and won the Pirogov Prize and Moscow Government Prize in Medicine.

Alexander Stuglev graduated from the Baltic State Technical University (St. Petersburg) in 1996. He began his career in conventions and conferences at Exhibitions-Seminars-Business, where he rapidly rose to the position of general director. In 2006 he became head of Restec Congress, which was the operator of the St. Petersburg International Economic Forum. It was in this position that he contributed to the event’s rebranding under the leadership of the Ministry of Economic Development and Trade of the Russian Federation. In 2007 he became executive director of the St. Petersburg International Economic Forum Foundation, and was appointed director two years later. In December 2015 the SPIEF Foundation was renamed the Roscongress Foundation. In 2018 Stuglev was appointed chairman of the board. At the same time, he was also appointed chairman of the board of the Russian Convention Bureau. In 2019 he completed the managerial personnel reserve programme at the RANEPA Graduate School of Public Management.
In 2020 Stuglev joined the organizing committee of the Masters of Hospitality competition – a nationwide initiative that aims to unlock people’s professional potential, build new traditions, improve standards of service, and raise the level of prestige across all professions in the hospitality industry. In February 2021 he was also appointed head of the Russian Automobile Federation’s Committee for the Development of Digital Platforms, Conventions, and Exhibitions.
Under Alexander Stuglev’s leadership, the Roscongress Foundation has organized and held dozens of major conventions and exhibitions in Russia and across the world. A Leap of Faith: How Science Can Become the Foundation of the Future Economy
The modern world is developing based on the accelerated transition of scientific achievements from the category of knowledge into practical technologies and economic utility. However, this is a difficult process due to the need to build a space of trust between representatives of science, business, and the state. Despite the government’s increased funding for science and R&D, the existing links used to put knowledge and technology into economic circulation are not working at full capacity. This has resulted in certain scientific knowledge never leaving the laboratory, even though it has great potential for the future. To make the leap from knowledge to economic utility, scientists need to learn to entrust business with the most valuable thing: research results. With the participation of business and the government, clear mechanisms can be formulated to motivate scientists to put their results to practice. Existential challenges are also stimulating the development of individual scientific fields today: technological sovereignty and leadership cannot be attained without constant attention to science and support for research. In many areas, however, we do not fully understand the challenges that lie ahead, even though they could have a major impact on the world’s technological landscape. How can scientific knowledge overcome the valley of death and become economically useful? What role do scientists play in this process and when should business get involved? How are scientific and technological challenges becoming existential today? How can we establish chains to transfer scientific knowledge to the economy? What kind of common language should science, business, and government have to create a space of trust?

Ruslan Yunusov is a successful manager with 15 years of experience in the fuel and energy sector, as well as in investment and innovation companies. Graduated (summa cum laude) from the Physics Faculty of the M.V. Lomonosov Moscow State University.
He did his PhD studies in the N.M. Emanuel Institute of Biochemical Physics RAS. He also earned the second graduate degree in economics (summa cum laude) at the Russian Presidential Academy of National Economy and Public Administration. In 2017 he got his Executive MBA degree in the business school INSEAD. He also has about 15 publications on physical and economic topics.
Starting from August 2012 Ruslan Yunusov has been being CEO of the Russian Quantum Center (RQC) which provides fundamental and applied investigations in the field of quantum technologies and works on invention and commercialization of new technologies and devices based on quantum effects. Under his leadership the Russian Quantum Center received about 2 bln RUB investment – the largest investment of a private company to a scientific organization in the modern history of Russia.
For 9 years Ruslan has managed to assemble a team of leading scientists from around the world – create 19 scientific groups and build 17 modern laboratories from the ground up. The scientific results of the RQC are recognized in the world community and published in the best journals (Science, Nature). 8 startups are launched currently. The Center's specialists are developing hypersensitive sensors, optical microresonators, elements of quantum computers (qubits), as well as quantum cryptography systems, etc. In 2016, the center was the first in Russia to launch an absolutely secure connection in commercial lines, in May 2017 – the country's first multinode quantum network and the world's first quantum blockchain. In October 2018, he created the Quantum Communications Competence Center of National Technology Initiative (NTI). In 2019 he led the development of a roadmap for quantum technologies within the framework of the Digital Economy national program.
Currently he is a Head of the project of State Atomic Energy Corporation Rosatom on quantum technologies with a budget of 24 bln RUB.

External beauty is often an indicator of physical and mental health, which is the foundation of a long and active life. To preserve their health and beauty, people need a symbiosis of techniques that have a preventive effect on the human body without waiting for a deterioration in their quality of life or diseases to appear. The concept of ‘smart beauty and health’ entails the continuous monitoring of people’s well-being, the inclusion of optimal physical activity in their daily routine, a proper sleep schedule, and personalized nutrition that replenishes essential micronutrients. Modern medicine and the beauty industry offer a number of innovative approaches that have already proven to be effective in some countries and are gaining popularity every year in Russia: genetic tests and analyses for the early diagnosis of diseases and the selection of ‘smart aging’ programmes; the use of dietary supplements; the development of personal health and beauty events; and adaption to new trends in the beauty industry both for aesthetic purposes and to gain self-confidence; psychological counselling and prevention. Taking a responsible attitude towards various aspects of your health can improve your quality of life, however, there are a number of challenges inherent in promoting this approach: insufficient information among the population about healthy daily habits, a shortage of high-quality functional food products on the Russian market, the lack of a proper legislative framework for complementary medicine, and ambiguous public attitudes towards the beauty industry and the philosophy of self-care. According to various estimates, no more than 10% of the country’s population adheres to a healthy lifestyle, although this figure is higher among women. In 2019, she received the award “Influential Women of St. Petersburg” from Business Petersburg, and won the Sobaka.ru magazine award “TOP 50.Most famous people of St. Petersburg”.
